I had shoulder problems for a long time. Tested and acupuncture only cost me a lot of money (maybe the dr. What acupuncture does not know their stuff too well?) Injections of cortisone was only with difficulty from the short term. My doctor told me that cortisone injections can be very dangerous and should never be used more than once in their lives. If you try to cortisone, contact extensive research over the negative impact to try it.

I do not know what shows a frozen shoulder, but an article published today, such as acupuncture have been underestimated. It also explains some theory behind acupuncture, and there are a few links on the right side, which may have more information.
